COVID-19 Energy Assistance Program for Small Business (CEAP-SB)

The Government of Ontario is providing $8 million to support small business and registered charity customers struggling to pay their energy bills as a result of COVID-19. The COVID-19 Energy Assistance Program for Small Business (CEAP-SB) is delivered directly by electricity and natural gas utilities and unit sub-meter providers (USMPs), further to rules laid out by the Ontario Energy Board (OEB).

CEAP-SB is a one time, on-bill credit for eligible small business and registered charity electricity and natural gas customers to help them catch up on their energy bills and resume regular payments.

How to apply

Eligibility Requirements

Small business and registered charity electricity and natural gas customers may be eligible for CEAP-SB funding if they meet all of the following criteria:

  1. As of the date you are applying, your small business or registered charity has an active account with Kitchener-Wilmot Hydro. You will be required to provide your registered business number or registered charity number.
  2. Your small business or registered charity is using less than 150,000 kWh of electricity annually if the account is with a unit sub-meter provider.
  3. Your small business or registered charity is classified as a General Service <50 kW customer if the account is with an electricity distributor.
  4. Your small business or registered charity did not have any overdue amounts on your electricity bill on March 17, 2020, the date of the Provincial Declaration of Emergency.
  5. As of the date you are applying, your small business or registered charity has any overdue amounts owing from at least two electricity bills since March 17, 2020.
  6. Your small business or registered charity was required to close* its premises to members of the public for regular operations for at least fifteen days as a result of a government order or an inability to adapt your business or charity to comply with public health recommendations.

* “Close” means that the small business or registered charity was unable to maintain regular operations as a result of government order or health recommendations that required them to either fully close operations, limit access to their premises or limit the services provided or available to the public. For example:

  • Personal services, such as a hair salon or chiropractor, that had to fully close.
  • A restaurant or coffee shop that had to close regular dining operations and provided only takeaway or delivery service.
  • A small fashion retailer or pet store whose premises was closed to the public but was able to provide contactless curbside pick up for customers.
  • A non-publicly funded registered charity whose premises was closed to the public but was able to adapt to provide limited services remotely. 

You may be eligible for an enhanced credit if your small business or registered charity's main heating source is electricity.

If you are not eligible for CEAP-SB, your place of residence may still be eligible for residential CEAP or lower-income energy support programs. Please visit the Ontario Energy Board's website for more information. CEAP-SB Benefit Amounts

Small business and registered charity customers are eligible for CEAP-SB funding equal to the amount necessary to settle the outstanding balance on their account up to $425, or up to $850 in support if the business property is electrically heated.

Applications cannot be accepted over the phone.

Applications will be processed in the order in which they are received and within 10 business days of receipt. 

CEAP-SB funding is limited. Submitting an application for CEAP-SB does not guarantee funding. If you qualify, you will be notified and your credit will appear on your next Kitchener-Wilmot Hydro Inc. bill. 

It is your responsibility to ensure the information you provide is true and accurate. Please enter your information exactly as it appears on your Kitchener-Wilmot Hydro bill. If your information is incorrect or not entered as it appears on your bill, we will not be able to process your application until the information can be corrected and verified, which could affect your ability to receive CEAP-SB funding.
