COVID-19 Energy Assistance Program

COVID-19 Energy Assistance Program Scam warning: Scammers are calling customers and using the COVID-19 Energy Assistance Program and saying they need a home inspection to qualify. This is a scam. A home inspection is NOT required to qualify for the COVID-19 Energy Assistance Program. We recommend you hang up immediately and contact us directly for information about the program. 


The Government of Ontario is providing $40 million to support customers struggling to pay their energy bills as a result of COVID-19. The COVID-19 Energy Assistance Program (CEAP) is delivered directly by electricity and natural gas utilities and unit sub-meter providers (USMPs), further to rules laid out by the Ontario Energy Board (OEB).

CEAP is an on-bill credit for eligible residential electricity and natural gas customers to help them catch up on their energy bills and resume regular payments.

Eligibility Requirements

Residential electricity and natural gas customers may be eligible for CEAP funding if:

  1. The customer has an account with Kitchener-Wilmot Hydro. Only the customer who is the account holder can submit an application for CEAP.
  2. As of the date you are applying, you have overdue amounts from one or more electricity bill(s) incurred since March 17, 2020.

If you previously received funding under this program and are reapplying based on overdue amounts still owing, you may qualify for additional funding up to a total combined maximum credit of $750. 

If you are not eligible for CEAP, you may still be eligible for lower-income energy support programs. Please visit the Ontario Energy Board's website for more information. Applications cannot be accepted over the phone.

Applications will be processed in the order in which they are received and within 10 business days of receipt. If applicable, your credit will appear on your next will appear on your next Kitchener-Wilmot Hydro Inc. bill. 

It is your responsibility to ensure the information you provide is true and accurate. Please enter your information exactly as it appears on your Kitchener-Wilmot Hydro bill. If your information is incorrect or not entered as it appears on your bill, we will not be able to process your application until the information can be corrected and verified.
